The Biden Administration has “credible information” that Russian forces have compiled a list of Ukrainians to be killed or sent to detention camps after an attack, invasion, and occupation of the country by Moscow.

This information has been sent by Washington to the United Nations human rights chief in Geneva, according to The New York Times, which claims to have a copy of the document.

The letter, addressed to Michelle Bachelet, the UN high commissioner for human rights, also indicates that Russian forces plan to commit human rights violations, including torture or kidnapping of civilians.

The likely targets would be people who oppose Russian actions, including Russian and Belarusian dissidents living in Ukraine, journalists, anti-corruption activists, and members of ethnic and religious minorities.

The newspaper claims to have testimony from three American officials who have confirmed the authenticity of the letter and its contents.

The tension between Russia and the United States and its Western allies has reached maximum levels during the past weekend and, while Washington assures that Moscow will invade Ukraine in the coming days, diplomatic contacts continue to take place to avoid a conflict.

The United States agreed this Sunday to hold a presidential summit with Russia, but put as a condition that the Russians do not invade Ukraine first, and insisted that everything points to the fact that such an attack is “on the verge” of happening.
