The Joe Biden administration plans to require all foreign visitors to be fully vaccinated, with some exceptions, a White House official revealed Wednesday.

The move is part of a plan being worked on by interagency groups in the Democratic administration, with an eye toward a possible lifting of current travel restrictions, the Associated Press (AP) reported.

The spokesman, who spoke on condition of anonymity to give a preview of the developing policy, said the goal is to have “a new system in place” by the time travel can be reopened.

This includes, AP reported, a phased approach that will eventually mean, with limited exceptions, that foreign nationals (from all countries) traveling to the United States must be fully vaccinated.

Because of the Delta variant, the Biden-Harris administration has maintained travel restrictions that have severely curtailed international travel to the United States. According to traveler rules published by the CDC, non-U.S. residents who have spent the previous 14 days in China, the European Schengen area, the United Kingdom, Ireland, Brazil, South Africa, and India are prohibited from entering the country.

For travelers from all of these countries, there is only one way to enter and that is to obtain a National Interest Exception (NIE). This is a special entry permit that is only granted for specific humanitarian, economic, health or national security reasons.

All persons traveling to the USA, regardless of vaccination status, must show a negative COVID-19 test result.
