Secretary of State Antony Blinken on Monday accused the Chinese government of promoting the creation of an “ecosystem” that has facilitated hackers’ cyberattacks on other countries and of encouraging these criminal actions “for its own financial gain.”

In a statement, Blinken commented on Monday’s accusation by the United States, the European Union, NATO and five other countries that Chinese-backed hackers were responsible for last March’s global cyberattack against Microsoft.

The Secretary of State pointed the finger directly at the Chinese government’s Ministry of State Security for having “promoted” this “ecosystem” of “criminal hackers” whose activities are “financed by the state” to “benefit themselves.”

He recalled that the US government, along with several of its allies, has confirmed that cyber actors “related” to the aforementioned ministry “exploited vulnerabilities” of Mcrosoft in that attack, which affected thousands of networks and computers around the world, mostly in the private sector.

He also confirmed that the U.S. Department of Justice has indicted three officials of the aforementioned ministry and one of its contractors.

The Secretary of State warned that the United States will promote “consequences” for these actions and for China’s “irresponsible” behavior in this matter.
