During the administration of former Democratic President Barack Obama, China stole with unconventional methods, information and intellectual property from American companies. For this, it used allied regimes, which helped the communist regime become the commercial giant it is today.
One of the methods used by the Asian nation was to resort to Nicolas Maduro’s tyranny to plagiarize data and technologies from large US companies through the state oil company PDVSA. Among the companies that were victims of this plagiarism are Superior Derrick Services LLC or Solar Turbines Inc.
A report by OKDIARIO revealed that the Venezuelan state oil company PDVSA helped China to steal information through internal competitions to supposedly hire services. A modus operandi that would have been facilitated by front men of the Maduro regime.
“PDVSA announces a contest to purchase machinery or technological equipment and invites a dozen large multinationals from the US and Europe to participate. Among the candidates there are also three cover companies, without employees or their own manufacturing capacity,” the report states.
In addition, the investigation affirms that “PDVSA’s purchasing center, Bariven, extends the period of time for the presentation of offers (…) this additional period of time serves so that the cover company, allied with the Chávez regime, can know the content of the remaining offers and present its own, based on the offer made by one of the large multinationals”.
The Spanish media explains that after awarding the tender to the “cover” companies, without experience or employees, a subcontract is made to Chinese companies, which are given the plagiarized projects, in turn delivered by multinationals to the PDVSA management.
“The presence of these multinationals serves to give an appearance of legality and high competitiveness to the competition. In reality, they are invited to steal their designs and offers, and to legitimize the award of the contest to the allied company that will destine a part of the amount of the contract to the payment of bribes”, reveals the report.
For example, the China National Petroleum Company (CNPC) was one of the companies that benefited from the subcontracting using the designs made by one of the North American multinationals that participated in the contest.
According to OKDIARIO, the scheme was implemented from 2009 to the present and served to rig dozens of public tenders for a total amount of more than 1.25 billion dollars.
Obama, who was in the White House from 2009 to January 2017, maintained a permissive relationship with the Asian country without facing the millions of plagiarism to American companies.
FBI Director Christopher Wray said that the theft of American intellectual property by the Chinese regime led to one of the greatest transfers of wealth in the history of mankind.
China’s economic espionage cases have increased by approximately 1,300 percent in the last decade, Wray said. The FBI has more than 1,000 investigations into possible thefts of U.S. technology and approximately 1,000 more intelligence investigations related to China, Wray said.
In May, President Donald Trump issued a proclamation aimed at stopping the Communist Party of China from misusing U.S. visas to steal research in support of its military. Also, on November 12, Trump banned investment in companies related to the Chinese military.
The president accused China of increasingly exploiting US capital to obtain resources and to allow the development and modernization of its military, intelligence and security apparatuses. Therefore, starting in January, any transaction of buying and selling of securities by American individuals and companies will be prohibited among a total of 31 Chinese companies that were already designated by the Defense Department as accomplices of the Chinese Army earlier this year.
With Biden in the White House, what about China?
Adam Ni, director of the China Policy Centre told AFP news agency that Biden could combine Trump’s and Obama’s strategies to confront China.
“Trump adopted a very aggressive policy with China, trying to put pressure on her on all fronts (…) With Biden, I think we will have a more calculated approach and focus not just on the one-time attack, but on long-term considerations,” he said.
Joseph Humire, hemispheric security analyst and director of the Center for the Study of a Free and Secure Society, alerted El American to the possibility that the United States will allow strategic alliances between China, Russia and Iran to advance.
“Russia and China are world powers that are working in different regions at the same time with military force, and with unconventional force, intelligence and networks,” he explained.
“In 2017 when Trump arrived, people didn’t think that Iran was an ally of Russia and China, but with Trump it was discovered that between them there is a strategic alliance, that they are aligned by doing joint exercises, with signed strategic agreements, expanding at the energy and military level and in the case of Iran especially in the area of armaments,” he said.
Humire foresees that if Biden becomes president he will have to create a good strategy to prevent these three enemies from advancing in their intention to expand in Latin America, since Latin America is “our neighborhood. If the government doesn’t put pressure on them, they will find the best way to attack the United States.
