As high-level meetings among NATO, the U.S., and Russia are taking place, Vladimir Putin is issuing new threats, further tightening the noose, claiming he does not rule out the military deployment of Russian troops to Cuba and Venezuela.

Putin has not only deployed troops to the Ukrainian border as a threat of invasion, but he is also now putting on the table the possibility of sending troops into the U.S. “backyard” if tensions escalate.

“Everything depends on what our American counterparts will do,” said Russian Deputy Foreign Minister Sergei Ryabkov said in an interview with Russian RTVI television, after claiming that this would be a response if the United States tries to “provoke” Russia.

Moscow is demanding the rollback of NATO deployments in Eastern Europe to the same degree as in the 1990s, with the intention of preventing Ukraine and other former Soviet nations from expanding and joining the organization.

Ryabkov said the U.S. and NATO have rejected Russia’s key demand and added that the difference in approaches raises doubts about the possibility of continuing talks.

Russia denies any invasion while amassing some 100,000 troops near Ukraine in response to what it says is a threat to its own security from the West. It also accuses NATO of trying to invade its backyard by having military ties to Ukraine and has demanded to stop meddling into eastern countries. It warned the U.S. not to “underestimate” the potential for conflict.

On Russia sending troops to Cuba and Venezuela

Russian military being sent to countries such as Cuba and Venezuela is not something new. Moscow has repeatedly pledged to strengthen military cooperation with the dictatorship of Nicolás Maduro.

In August 2020, Admiral Craig Faller, then commander of the Southern Command, said that “Russian influence is the main force keeping Nicolás Maduro in power.”

Joseph Humire, a global security expert and executive director of the Center for the Study of a Free and Secure Society, said in an interview for El American that “Biden has to put pressure on Russia and has to demonstrate more than just words.”

“Not taking action or not implementing a measure is choosing to do nothing, and that sends negative signals. Putin is analyzing this very cleverly,” the specialist said.

Humire says Biden must take a firm stance, especially after the weakened troop withdrawal from Afghanistan, where he has shown weakness to the world: “If this is not resolved immediately, the message to the world will be catastrophic.”
