GOP Senator Lindsey Graham introduced on Tuesday a bill aimed at banning abortion after 15 weeks of gestation throughout the U.S. and that includes exceptions in cases of incest, rape or danger to the life of the mother.

Graham has been against abortion during his nearly 20 years in the Senate, but he had taken a position against overturning the Roe v. Wade ruling because of its value as a judicial precedent.

Graham’s proposal currently has no chance of succeeding in Congress, where Democrats hold a majority in both houses. But, it does serve to put a measure on the table that could unite all members of the Republican Party, with just two months left before the congressional elections.

Just a few weeks ago, Senate Majority Leader Mitch McConnell had said he would not propose a nationwide abortion ban.

In late June, the conservative-majority Supreme Court overturned Roe v. Wade ending federal protection for abortion and giving states permission to set their own rules.

Abortion is currently banned outright in 12 of the 50 U.S. states: Alabama, Arkansas, Idaho, Kentucky, Louisiana, Missouri, Mississippi, Oklahoma, South Dakota, Tennessee, Texas and Wisconsin.
